The Global War on Terrorism Expeditionary Medal (GWOTEM) is a United States armed forces medal created by Presidential Order of George W. Bush in March 12, 2003 and established by Executive Order 13289. It recognizes those military service members who have deployed overseas in direct service to the War on Terrorism from September 11, 2001 to a date to be determined. Prior to April 30, 2005 the medal was awarded for service within Iraq and Afghanistan, but has been replaced with the Iraq Campaign Medal and Afghanistan Campaign Medal and now serves primarily as recognition for personnel who have deployed in support of the War on Terrorism to locations beyond Iraq and Afghanistan.

The medal is to be awarded the Global War on Terrorism Expeditionary Medal, a military service member must perform duty in a deployed status and must participate in designated anti-terrorism operation for a period of either 30 consecutive or 60 non-consecutive days of duty. For those who were engaged in combat, killed, or wounded in the line of the duty the time requirement is waived.

The term "deployed status" indicates either temporary or permanent orders to a duty station outside the borders of the United States of America with such duty being in direct support of anti-terrorism operations. For a service member to receive the Global War on Terrorism Expeditionary Medal, the deployment must also have taken place in a nation which is currently recognized as a base for anti-terrorism operations by the United States Department of Defense.

 

The Global War on Terrorism Service Medal is a military decoration of the United States military which was created by Executive Order 13289 of President George W. Bush on 12 March 2003. The decoration recognizes those military service members who have performed service in the War on Terrorism from September 11, 2001 to a date to be determined.

To be awarded the Global War on Terrorism Service Medal, a military service member must perform duty in a designated anti-terrorism operation for a period of either 30 consecutive or 60 non-consecutive days of duty. For those who were engaged in combat, killed, or wounded in the line of the duty the time requirement is waived.

The medal is also awarded to personnel who perform support duty of an anti-terrorism operation but do not directly participate. The phrase "support" is defined as any administrative, logistics, planning, operational, technical, or readiness activity which provides support to an operation of the Global War on Terrorism. As of 2005, this blanket term has effectively awarded the Global War on Terrorism Service Medal to most personnel of the United States armed forces who performed service after September of 2001.

The initial authorized operation for the Global War on Terrorism Service Medal was the so called "Airport Security Operation" which occurred between September 27, 2001 and May 31, 2002. Additional operations, for which the Global War on Terrorism Service Medal is authorized, include the active military campaigns of Operation Enduring Freedom, Operation Noble Eagle, and Operation Iraqi Freedom. Future operations are at the discretion of United States component commanders upon approval from the United States Department of Defense.

A similar decoration, known as the Global War on Terrorism Expeditionary Medal, also was created under the same Presidential Order that authorized the GWOT Service Medal. The primary difference between the two awards is that the service medal is intended for those who performed duty within the United States while the expeditionary medal recognizes those who were deployed to foreign countries.

For those participating in multiple operations, both the GWOT Service and GWOT Expeditionary Medal may be authorized, however both medals cannot be bestowed for service in a single operation. In addition, the Global War on Terrorism Expeditionary Medal may not be awarded, in lieu of the service medal, if duty was performed within the United States and not in an overseas deployed status.

 

The Iraq Campaign Medal was created by Executive Order 13363 of President George W. Bush on May 28, 2004. The Iraq Campaign Medal was designed by the U.S. Army Institute of Heraldry.

The Iraq Campaign Medal became available for general distribution in June of 2005. The decoration is awarded to any member of the U.S. military who has performed duty within the borders of Iraq (or its territorial waters) for a period of thirty consecutive days or sixty non-consecutive days. The medal is retroactive to March 19, 2003 and is active until a date to be determined. The Iraq Campaign Medal will most likely be issued until at least the end of Operation Iraqi Freedom.

Personnel who have been engaged in combat with an enemy force, or personnel who have been wounded in combat or wounded as a result of a terrorist attack within Iraq, may receive the Iraq Campaign Medal regardless of the number of days spent within the country. The medal is also awarded posthumously to any service member who dies in the line of duty within Iraq, including from non-combat injuries such as accidents and mishaps.

The Iraq Campaign Medal is awarded without device and is a one time issued medal. No service stars are authorized. The Iraq Campaign Medal may be awarded with the Arrowhead device for qualified soldiers and marines. The Iraq Campaign Medal may be awarded with the combat operation insignia for qualified sailors assigned to Marine Corps units. This decoration replaces the Global War on Terrorism Expeditionary Medal for service in Iraq and personnel who previously received the GWOTEM for Iraq service may elect to exchange the medal for the new Iraq Campaign Medal. Both medals may not be received for the same period of service in Iraq and any current Iraq service will only be recognized with the Iraq Campaign Medal.

 

The Afghanistan Campaign Medal was created by Executive Order 13363 of President George W. Bush on November 29, 2004. The Afghanistan Campaign Medal was designed by the U.S. Army Institute of Heraldry.

The Afghanistan Campaign Medal became available for general distribution in June of 2005. The decoration is awarded to any member of the U.S. military who has performed duty within the borders of Afghanistan (or its airspace) for a period of thirty consecutive days or sixty non-consecutive days. The medal is retroactive to October 24, 2001 and is active until a date to be determined (most likely until the end of Operation Enduring Freedom).

Personnel who have been engaged in combat with an enemy force, or personnel who have been wounded in combat within Afghanistan, may receive the Afghanistan Campaign Medal regardless of the number of days spent within the country.
